Closing the saunas will do you no good, you should concentrate your efforts to close all the coffee shops and alcohol stores. And don't forget that Amsterdam offers also certain other kinds of delights that are illegal in my country. :D Like I said, you have been warned! And where is darknessfood when one needs his company? I will have to empty all those pints without him. Oh well...

For a start, yes. They're trying to pass a bill for a 'wietpas' (cannabis pass); a card allowing Dutch citizens to purchase a maximum of 3 grams marijuana per day. This should decrease drugtourism (and will probably boost the illegal market in nearby countries). When passed, the wietpas will be first introduced in several cities near the borders. More cities could follow after that, but considering the way Dutch politics work, I doubt it will be implemented in cities like Amsterdam.

How so - can the individual cities decide if they want to implement a law or not?

Well, they can't in theory. But objections by local parties can change practical application of national laws. Which can then lead to a revision of the original law.

A good example is the prohibition of smoking in cafes. Decided on a national level; but the law was objected to and circumvened locally so extremely that the law was adjusted later on.
