I use it quite often to resize, crop & edit my images. The above WWF Panda Image was quite large when I downloaded it but I resized it so it would load quickly.
Edit: IrfanView used to be free, but it looks like they are charging to use it now.

I use Photoshop CS3 Extended to do that stuff. Oh, I download, then edit what I want, animate (most of times), then save as gif, 50x50 - 80x80. But it was using many colors, layers and lenses, so it has gotten huge.
For my next stuff, not too disturbing, I'll make a Pandashasa Rani avatar.
