A quest cannot be completed if it has not been given to you in the first place. In order for Loretta to give you the second quest, you must have completed the first one.

The tomb is on the Erathia map. I believe it is on the shore of the river (a bit upstream) that flows halfway through the map.

Once you get there and see the door, the solution to the scroll should make sense.

I think you do actually need some kind of ranged weapon to get it down. Ranged weapons (either bow or thrown) are pretty easy to get, though. Or if you've managed to reach it, Nighon probably sells the best staffs on the earth.

Mind you, staffs are pretty crappy weapons. The best non-artifact staff that you can get is the Wizard's Staff, which is only +7 (unless I'm mistaken).
