Does Heroes 3 use PSD?

So does Heroes 3 use PSD (pseudo random distribution)

Some games like DotA use PSD now what it does is it kinda regulates the randomness of chance abilitys whenever your ability procs the actual chance decreases and whenever it doesnt - it increases that way you cannot have very lucky or unlucky streaks my question is whether or not H3 uses it lets say for Ghost Dragon Age ability or Morale or Luck etc...

So ive noticed that once you load a game and start a battle if you make the same moves the same things will happen (save scummer alert !) so i assume that a random seed is generated and it remains that way so im leaning towards that Heroes 3 Complete does not use PSD
