I would like a way to switch between hiring different creatures.

Or maybe be able to destroy allied buildings to build others.

For example: be able to destroy level 1 dwellings and build instead all both lvl3 and 4 dwellings.

Can this be made?

It's all too map dependand imo. If the map has heavy guardians between the players, rushes are impossible, and might factions are stronger respectively light and dark spells. One Meteor Shower will simply waste all your army and you can spend casting all the mass slows and confusions you want... it won't make any difference. Good day.
