Monsters do respawn in all three Diablo games. They just don't respawn within the same game session. Respawn means not potintial new monsters in a new game, but new encounters in already visited locations within one game. Well, new games are ignored by old players, so all things are balanced.

World of XEEN: Enemies don't respawn. Nightshadow does. Winterkill does as well, though not after being cleansed. Not only automatic experience leveling, but skill leveling as well (I assume that next skill rank is assigned automatically when a skill has enough points).

Heroes 1-4 are tiled games. And King's Bounty as well. Just imagine that you see what your hero sees instead of looking from upside.
