There is a tactics phase. The hero just needs to learn the tactics skill to unlock it. Just like in their precious III.

I don't understand the general ire this community has for HoMMV though. I felt that it was as close to HoMMIII greatness as any of the others. I must admit, I was very confused by the campaigns in the beta, back when the prologue and the Sanctuary campaign were the only ones available. I think it's really weird storytelling with the narration scattered over five campaigns like that, and I'd like to play the missions in chronological order....
