They are in the campaigns maps folders in your official .pak files in the data( or dataa1) folders.

For example : open a1-data.pak with winrar then go to :
Maps->Scenario-> A1C1M1 and it is the PWLpic.dds

So a1-data.pak and data.pak in the maps/scenario folder!

I took the picture from A1C1M3 campaign map and it put it in my test map and it works fine. The picture is 1024x768 and they filled the bottom in black to be 1024x1024. You are using the H5 map editor (in the bin directory)

You have to use the HoF map editor located in the bina1 directory in order to make HoF. Remember that if you open your map with the HoF editor you'll probably won't be able to open it back with the old H5 Map Editor
