I would assume the were-anythings are considered another race for the same reason Undead aren't classified with their living counterparts--once you become one it's rather difficult to turn back.

No particular game comes to mind, but Emerald Island's theme gives me fond memories whenever I hear it in-game and Sweetwater's is appropriately creepy.

Yes and yes; if your party is full when you meet a recruitable character, they just go to the Adventurer's Inn, where you can swap out one of your other party members for them if you want.
