Audio CDs have their own redbook format, created years before the CD-ROM format was defined.

It's Windows and other computer operating systems that treat them as wave files.

No need to poke around like that. The game's official files follow the modern paradigm - separation of text and binary data for easier localization. The campaign text are all in their own files.

Heroes 3's Bink files are in an obsolete beta version format, unsupported by the current RAD Game Tools. You can play them using Grayface's RSBinkPlayer.
