One thing that might be worth trying if you haven't already, is to run the game as administrator. It does seem to be that the intended behavior is that they should be unavailable in Shoals/Lincoln but automatically return anytime you leave those areas. Strangely that didn't happen for me the first time, and they remained invisible when I portalled out, and also prevented me from hiring new ones....

To be specific, the game files are the exact same ones that worked fine on Windows XP x64 Edition, and I do have both the official patch and GrayFace's 1.5.1 patch installed.
