I have a simple question :
if I create a map with a hill fort, the default for it is "on this map it is forbidden to re-upgrade units", my question is how do I change it to allow re-upgrading?

Are you sure you are talking about HOM6?
there is no digging for treasure, maybe you are talking about MM5? if so you probably mean digging for the tear of asha and then you must have full movement points to dig.
