H4 Elevation tool

So I did some searching to see what, if anything talks about this tool but I couldn't find anything, so here it goes:

Does anyone have any tips for how to effectively use this thing? What I'm currently trying to do is make a decent sized (area) plateau, but it's not working out very well. If I stack a bunch of towns next to each other, I can raise a chunk of land (3x3 towns at the largest), but not very far.

I haven't tried it yet, but is it possible to make an elevation brush? I haven't quite figured out how to create and then actually use a new brush.

Any help would be appreciated.

Alright, so I figured out how to do it. My problem was that I was still using the smallest brush size and area of effect. Once I increased both to the highest setting, I was able to create my plateau by stacking towns next to each other in the shape that I wanted the plateau to be, and then just using the elevation tool and lifting from the center of the formation.
