Probably the second meaning won't be Celtic really ;)

Isabel is not Celtic name. Wiki says it's having more roots, but one of them is always latin. Not all names in HoMM world are Celtical, they liked northern countries as well, I think some are Estonians and so but more about it would be knowing Pitsu, probably.

As to the Isabel it's either from the Hebrew name Elishawa - transcribed in Greek and Latin or from Italian Elisabeth and as a last or - it can be from Egypt like "beauty godess Isis". The Hebrew meaning would means "God's promise".
