Combination of Sea and Swamp could perhaps be ideal for "Naga" town. I think there could be interesting twist to the game that adds the element of sea to the game more profoundly. "Naga" town creatures could have somehow element of sea carried with them so we could have battles with "fish" on solid ground. And they could be more effective in general on sea than in solid ground. Of course it would include magic spells or skills that would negate that penalty and even enchance the creatures. Like say hero casts Flood which enables your creatures to fight without penalty while opponent troops' speed is greatly reduced. Here's the town:
Aquarium
Crab/Killer Crab (strong stats for level 1 except low speed and initiative)
Merfolk Warrior/Mermaid (Warrior is archer while mermaid is spellcaster)
Siren/Sirene (ranged attack)
Medusa/Gorgon (ranged attack)
Giant Octopus/Sea Monster (strong creatures for their level but rather slow, especially on dry land)
Naga/Naga Queen (tank units)
Deep-Sea Kraken/Leviathan (gigantic melee units, rather slow though)
Abilities:
Crab/Killer Crab
-Sea Creature (half the movement on dry land, defence and offence -20%)
-Amphibious (penalty of being sea creature is halved on dry land)
Upgrade
-Crippling attack (decreases enemy stats when succesful)
Merfolk Warrior/Mermaid
-Sea Creature
-Ranged (shoots arrows)
-No melee penalty
Upgrade
-Loses no melee penalty (ranged attack frost bolts)
-Spellcaster (Minor Flood: removes Sea Creature penalty of target creature or slows down enemy creature, Mermaid's Luck: Increases target creatures luck)

-Ranged Attack (shoots arrows)
Upgrade:
-Siren Song (special ability, once per battle, gain control of target creature with less total hitpoints than total hitpoints of sirenes. duration two or three full rounds).

- Unlimited Shots

Pirates dont really fit a town full of serpants.Unless you make them lizardmen,or crab people.But dont expect so many diverse creatures.If the next town is naga,it will probably have at least three of them(a caster,a melee and another one,probably melee too),maybe a medusa,maybe a lizard,one more unit,and a dragon,of course.

Pirate worship is Davy Jones, the Kraken and Neptune... even in RL all sailors feared the sea, even gave it it's due. Now imagine a world where the Kraken and other sea monsters were comanded by nagas. Not to mention the advantages of being friends with them.DaemianLucifer wrote: Worship? Well, never mind. I think it's a good idea to elaborate the seafaring aspect of the game in the next expansion. I already thaought of this, too. A water-based Naga town would be the perfect opportunity.
Anyway, I don't think you should mix swamp creatures with sea creatures. Nagas should be a swamp faction, but they can still have a bonus on water. I think merfolk and sea monster/kraken/leviathan are perfect neutrals.

Someone mentioned Amazons earlier and also Pirates. I think it would be very good to have perhaps one or two human creatures in a Naga town (with Naga heroes). There is no reason why they cannot get on with the Nagas and co, and it would add interesting flavour.
A Naga-controlled confederation which happens to include a large-ish portion of humans who have grown up in harmony (mostly) with them and are more than happy to serve in their armies etc.
And have it a Swamp/Water town. There is no reason why the two can't be adjacent.
