SoD feature or bug? Can't hire hero

I'm on the first necro map of the SoD expansion, in week 2, and in the town Nelsham-Nadin, when I click on the Hall of Heroes icon I get a message, "No hero available for hire. Come back later." Is this... normal?

Yes, you only get to hire heroes in the second part of the third mission. No mule hero for poor Vein.

Thank you. Which makes me wonder why they even allow you to build a Hall of Heroes. Would make more sense if it were unavailable in the town build screen.
