A bit closer to the topic, this game does seem to suffer at least one glaring design flaw: you reach max level (20) long before you are done, unless you run from start to end doing only the necessary things to finish it (I assume, haven't done so). If you take your time and see the sights, you will reach 20 and then what? It would certainly spoil it for me.
Fortunately people are already well underway modding it, alleviating the too fast leveling and trying to do away with the console features that make it too easy.

Many rebalance mods in the making, some more promising than others, but what they all have in common is reducing speed of leveling and making the game overall less console (that is, effectively harder and more unforgiving). I keep having to restart every time I find a new one I like the sound of, they're all of course alpha/beta at this stage, made with hex-editing due to the lack of a proper construction kit.
I can however safely recommend this. It's simply music from Fallout 1, 2 and tactics, and playing with this gave me a far better feeling than the originals music. I use the word original in it's broadest possible sense, since it seems to be mostly slightly remastered oblivion tracks.

Appearantly, it's not a priority right now, but every day they don't release it only fuels the conspiracy theory: they want to quench modding to be able to charge for their own silly little mods, like they did with oblivion (not the quenching, but making their own mods and selling them). Personally I don't much like purchesable minimods by the devs, they could release a few small ones for free but focus their main effort on making expansions that go above and beyond what most mods can do in terms of added content.

Press and hold down the F key (assuming you didn't change the default controls) and then you can rotate the camera with the mouse.

After ~ 30 hours of playing I've come to a conclusion that Fallout 3 is plain boring. First, Bethesda didn't even bother try create something new - the game engine, inventory system, controls, dialogues, even character voices are all the same. While I was talking to Three Dog or another local fellow I could swear I'm talking with Baurus from Oblivion. When I was about to leave the first dungeon I was about to bet on anything I have that my character will be able to change his sex before leaving the vault - bingo!
The graphics are simply creeping me out - I realize this is supposed to be Fallout but I can't force myself to wander around the desert and burned-to ground buildings for very long - the environment is disgusting.
The radio is repetitive and annoying - you are given a choice to listen the same 5 songs and Three Dog bullsh*t stuff ~ 5 times per hour until your ears start to hurt and you're forced to turn off the radio.
There is no transportation - fast travel may be cool (again - Oblivion) but if I have to travel half world away to reach my destination and can't even use a motorcycle to move faster, that ain't cool. The world map is too huge for such a little amount of quests present in the game.
My summary - Fallout 3 is a technologically upgraded Oblivion in an apocalyptic setting with lots of guns and lasers, including some stuff from Bioshock like music and artwork. Because of the emptiness of the game I've no doubt Oblivion is far more superior to Fallout 3 even though both games are lifeless (maybe that's because I recently finished Witcher). Of course, the game is not a total disaster and still can provide some fun but still it's boring and certainly not a worthy candidate to become a GotY.

No matter how powerful one becomes, there is always someone stronger. That's why I'm in a constant pursuit of power, so I can be prepared when an enemy tries to take advantage of me.

But on the other points, I'll have to agree. It could have been so much better if they had stayed with the original Fallout character development system, instead of mixing in the far inferior console-system they use in Oblivion. But they were making a console game, weren't they...
