I've been thinking about trying Equilibrius and I was wondering if it has the same capabilities as the WoG of script editor? More specifically, I wanted to rearranged creatures creatures between factions and do some stuff with the magic spells.

No. Although Equlibirs enriched base game a lot it doesn't introduced capability to rearrange units in towns like in Wog. Same for spells.
