H6 is often viewed as a failure which makes me wonder why official reviews from game websites were positive.

Well, if you look at this page, you'll see that there are several mediocre reviews, the biggest one being from Gamespy, giving a 3 out of 5. Those who were positive were mostly because they only reviewed the early version. Also, they did not focus on the editors, one of the most important things with any Heroes game. Since it was useless, the game had a longevity of your average fruit fly. The game was also heavily delayed and patching equally slow; another point which was mostly ignored by the early reviews.
