What is the deal with that guy operating the ballista?!? Was he in the original game?

i think the guy with the ballista must be from some expansion. i dont have him, but my game is patched all the way (as far as i know). i dont have equillibris or expansions. it has to be one of the two.

I think the operator for the ballista was in the very first screenshots and was then taken out.
