Of course not. It is plagued by UPlay AND Steam this time.
You need both these applications to start the game.

I think they will eventually release a patch removing the requirement, as a way of cutting the need for constant Ubi support. After all, if Ubisoft had to actively support all their old games, their infrastructure would become insufficient very quickly.

I don't mind steam, most of my games are on it and it works offline. Uplay though.. ugh.

it's not about Steam or U(won't)Play - it's about that you need TWO different platforms to launch ONE game. Not only you can't launch game with simple click on game icon, you need to wait for two seperate programms to run first (consuming your time and CPU memory) and if one of them is off-line... (well, at least Steam has off-line mode)

Steam has an MMX early access for $30. Released last August. Is that what I have to buy to get the full version?

Yes. The early access version is a pre-release version, basically a beta version. By buying the early access version, players bought a combined entry into the beta and a pre-order of the full game when it comes. So upon release, you get the full game.
