Does Accuracy/Speed affect offensive spellcasting?

Does Accuracy/Speed affect offensive spellcasting?

Accuracy: more likely to hit with Firebolt, etc???

Speed: recover faster from casting???

Only in MM6 where there were a few spells that did require a "to hit" roll in order to connect with their targets (spirit arrow, magic arrow, etc.) There were not any in the later versions of the games that I can remember. Speed claims to imporve casting time in MM6 in the atribute's description but the only way I saw to imrpove casting recovery in any of the games was through improvement of the spell skill. Still then only a few spells recovery time ever increased with skill improvement.
