I have Master Learning at slvl 7. So it means 100 points of exp gives 3 x 7 + 9% initial bonus = 30%.
Scholar cap gives 15 bonus, and it is listed as such when rightclicking the skill - +15 learning.
Now the NPC Instructor - it say 15% bonus on exp gained but when I rightclick the Learning skillit say +15 learning...
So, is it 15% or is it 15 points? the difference is big - 15% vs 45% if the bonus fro the NPC is in points that get multiplied by the bonus from learning skill it means 45 % at Master LEarning and not simply 15%?
Whatis right - NPC description (15%) or skill description when NPC hired (+15 learning skill)

IIRC each 1 point is 1% anyway, so Scholar Cap gives you 15% to your Master level (30%+15%) and Instructor also gives you 15% (30%+15%). I don't remember, if bonuses from Scholr Cap and Instructor NPC are cumulative, but from your descripiton it seems, that they are not - only one (the highest) bonus works*. Try to hire a Teacher (+10) and see, if you have +25 bonus to Learning.
*Hiring 2 NPCs Instructors only gives you +15% bonus, while hiring Instructor (+15) and Teacher (+10) or Scholar (+5) should give you +25/+20 bonus to Learning skill.

Maybe I wasnt very specific but the bonus from Scholar cap and Instructor are cumulative as in the Learning skill description it say 30 point bonus to learning.

NPCs just give (additional) point bonuses to skill, so IIRC you should have (30+15+15)% bonus to gained XPs.
