What's the actual requirement to get her to join you? Being roughly equivalent level doesn't seem to be enough; is there a plot point you have to reach?

IIRC your main character need to have same or higher level then her.
I didn't tested it from long time but from I remember when I wanted to join dragons, equivalent level is not enough.

I think NPC ignore level. Those who aren't tied to quests or faction comes along after you progress enough plot wise.

You've got to be lvl 15 for sure and you have to complete 'the witness' quest.

I think she will agree to join you only as soon as you finish the alliance quests, but before you head off to rescue the Ironfists.

I know the lich is accessible before completing the lich quest itself.

Quick Update: I was able to hire her after getting the "Form An Alliance" quest with a level 9 character, so it's definitely plot-based -- level has nothing to do with it.

Yes, that seems to be the true answer. To bring Overdune Snapfinger to Bastian Loudrin is all you must do.
